Pittsylvania County apologizes for confusing reassessment letter, seeks to clarify misinformation

Pittsylvania County mailed a letter about the 2022 reassessment to all property owners this week, and poor editing on our part has caused some confusion. The County apologizes for this miscommunication and desires to clarify that the reassessment team will only enter your home if you invite them insiderefusing to show assessors  the interior of your home will not necessarily result in a higher valuation. 

“We apologize for the confusion caused by poor editing on our part,” said Nicholas Morris, Pittsylvania County Assistant Director of Public Works who is also overseeing the reassessment process. “You are welcome to invite the property assessor in to show features that you feel may significantly change the value of your property. Brightminds assessors will not insist on entering your home.  

The informational letter requested that property owners provide information about the interior of their homes and updates on any major renovations or damages that have occurred since the 2017 reassessment. The reassessment team endeavors to visit every property between now and June. Property owners can provide any additional information they like or even show the reassessment team something on the interior of the property. Unlike the letter may have been interpreted to imply, the reassessment team will only enter a property owner’s home if they are invited in. 

“We apologize for not understanding the potential misinterpretation of the reassessment letter and information request's wording," said Pittsylvania County Administrator David Smitherman. "We are committed to communicating with better care, precision and frequency throughout the 2022 reassessment process." 

Periodic reassessment of property is required by state law, and Pittsylvania County is on a four-year reassessment cycle. The updated property values determined from this reassessment, which will go into effect on Jan. 1, 2022, do not have any impact on the actual property tax rate of $.62 per every $100 in assessed value, which has been in place since 2018.  

Pittsylvania County has elected to use different methods for the 2022 reassessment than in years past. Brightminds, LLC, Pittsylvania County’s contracted assessment company, has been collecting aerial photography of every property using drones, which allows for a more equal review of each home. Unlike in years’ past, Brightminds is also requesting that property owners provide information about the interior of their home and any major renovations or damages that have occurred since the 2018 reassessment. This will allow the reassessment team to get a fuller understanding of your home and more accurately value your property.  

“This reassessment process is extremely important for ensuring that all of our property owners pay their fair share of taxes, and the more information that our residents provide the more accurate and equitable the final assessment will be,” said Bob Warren, Chairman of the Pittsylvania County Board of Supervisors. “We have gone with a completely different reassessment process this year to ensure that the results are as accurate as possible.” 

The letter sent to property owners also said that if the reassessment team could not view the inside of the home than assumptions would be applied, potentially impacting the property’s valuation. This will not necessarily result in a higher assessed property value, but it will result in a less accurate assessment. 

“While I want to apologize to our property owners for the poor explanation on our part, I also want to encourage our residents to help the reassessment team generate the most accurate and equitable assessed values,” said Ron Scearce, Vice-Chairman of the Pittsylvania County Board of Supervisors.
